The founder of Millersville wrestling program. As the coach of the wrestling program for 11 years he had a record of 71-18-2. He guided the Marauders to State Teacher College championships in 1949 and 1951. Rupp also at one time coached both the Franklin & Marshall and Millersville wrestling teams at the same time,. He also was a certified PIAA Sports official for 50 years
